The two Events tell us to “place” a number of skeletons (Event 1) or Worms of the Earth (Event 2). If all miniatures are already on the board, is this effect ignored, or do we pick miniatures randomly and “teleport” them to the assigned destination area?

In this scenario, max number of Skeletons on the board is 10, max number of Worms on the board is 8.

So if all Skels/Worms are already on the board, you skip the 1st step ("place") of the event.

You still apply the 2nd step ("activate demon") of the event, though.
